I have the honour to bring to your kind notice that a section of young men moves about at large collecting tolls, every now and then, from business people, professional men and service-holders at and around ‘R’. This toll collectors possess unauthorised fire-arms, and If anyone fails or refuses to fulfil their demands, he is harassed and tortured mercilessly. The activities of these miscreants have assumed such an alarming proportion that, if they are allowed to go on unchecked, it will be impossible for many people to live in their homes.
May I request you kindly to take necessary measures to check this menace of
toll collection at your earliest convenience so that we may live in peace and
security.
